The logic is that a ribbon goes both above and below what it wraps, completing it with a flourish. Similarly, Tim and Randy have voices that soar above while their instruments run below and complete the Eagles with a flourish. I think it's an apt analogy and a very nice compliment.

Awww, that makes sense. So cute - top and bottom, got it. I always thought it was like the "icing on the cake" or "cherry on top", because Randy and Tim were sort of, you know, ...chick magnets, in addition to being good musicians. All of the guys are chick magnets, but you know what I mean. This explanation is more complimentary on a professional level.
