It has complex meanings and depends on the intent, but represents one of eight Auspicious symbols important in Buddhism. If it's blue, it a sign of spirit triumphing over the senses, which would make a lot of sense for him.

It may be the lighting, but Joe's looks green to me. What does a green one mean?

I would guess Joe's is blue, but green is balance, harmony (not just 5-part) or action. Devotions offered to Green Tara helps overcome danger, fears, anxiety.
So, I guess green would represent as well.
