I think it's actually a 'riser' or elevated staging level where the horns and drums are positioned. But heaven help the guy who decides to 'slide home' in that direction!

..does anyone know what they were singing?..photos from the late 80's and early 90's are so rare....love that photo...
That was at the Walden Woods benefit in Worcester, Massachusetts in 1990. I think the song is I Can't Tell You Why. The article I have says that Glenn 'turned in a simple, dignified blues solo on the song's tail' and as you can see he appears to be playing Old Black. Although Tim played bass for some songs the article doesn't say he did for ICTYW.
So if I'm right he HAS played the solo on that song live, at least once.
