I think this is at a WCR venue. There is a picture on this site where Randy is standing with a couple of other guys from WCR and he is wearing the same shirt and glasses.

I'm pretty sure I've seen a pic of my great-grandfather at a wedding wearing pretty much the same thing! Of course, he wasn't nearly as cute as Randy, and the picture itself wasn't as clear.
